Situated in Wenchang City, home to China's first coastal satellite launch center, Hainan College of Foreign Studies(HNCFS) covers a total area of 850 mu and is blessed with the advantageous teaching conditions.It is the sole full-time public vocational college of foreign languages in Hainan, offering the most complete range of language-related majors. HNCFS, which steadily developed into the college co-constructed by Education Department of Hainan Province and Wenchang City in 2012, gained the official approval of being built into a provincial-level ¡°Double-High Plan College¡± in April 2022. The college passed the Education-running Capacity Evaluation organized by the Ministry of Education in 2025.

Founded in 1947, the college was at first named Wenchang Ziwen Basic Normal School located in Wenchang Confucius Temple. In April 1950, the school was taken over by Wenchang government and renamed Wenchang County Normal School. In the spring of 1951, it was renamed Wenchang Normal School. In 1957 the school was renamed Wenchang Normal School of' Guangdong under the administration of Guangdong Province. In 1961, the school moved to Songliu which used to be the old army barracks in Wenchang. In 1968, the school was closed down and stopped recruiting students. In1970, the school resumed the admission by using temporarily the school buildings of Wenchang Overseas Chinese Middle School. In 1981, the school moved to its present location, and in 1988, it was renamed Hainan Wenchang Normal School with the establishment of Hainan province. In 1993 the school was renamed Hainan Foreign Languages Normal School. In June 2003, approved by Hainan Provincial Government, the school was upgraded to Hainan Foreign Language College of Professional Education. On March 28, 2004, the college was officially established and began to enroll students from all over the country, and is now named Hainan College of Foreign Studies.

The college currently comprises 9 secondary-level schools, namely the School of Marxism, School of English, School of International Business, School of Oriental Languages, School of Western Languages, School of International Tourism, School of Humanities and Arts, School of Physical Education, and School of International Intelligence, offering a total of 44 academic specialties. In recent years, the college has further advanced the talent cultivation model of ¡°Foreign Languages + Specialties + AI (Artificial Intelligence)¡±, striving to foster high-caliber applied talents with a profound sense of national identity, international vision and cross-cultural communication competence. The students have made the outstanding achievements in various competitions concerning translation, speech, skills, cultural and sports. Notably, in the past five years, the students have won over 200 national-level awards, as well as more than 500 provincial-level awards. HNCFS boasts over 400 teaching staff and faculty members, including approximately 30 foreign teachers. Noticeably, 63% of the full-time teachers have attained Master¡¯s Degree or Doctor¡¯s Degree. The college is blessed with 68 High-level talents. The college has been implementing the strategy of talent-driven development. So far, the college has engaged a number of influential domestic experts of language teaching, exceptional overseas returned talents, and senior specialists from the foreign trade and tourism industries. The college has also successfully cultivated a multitude of provincial-level Distinguished Teachers and backbone teachers, while engaging a wealth of visiting professors from esteemed institutions both at home and abroad, as well as experts from various industries. The college is fully committed to serving the national Belt and Road Initiative and the "45432" development strategy of the Hainan Free Trade Port, closely aligns with the development needs of New-quality Productive Forces in the regional economy, and has created a distinctive major development pattern of ¡°One Body, Two Wings, and Dual Empowerment¡± ¨C with ¡°foreign language majors as the main body, international business and international tourism majors as the two wings, and humanistic literacy and artificial intelligence as the dual driving forces for empowerment¡±. HNCFS has adopted a diversified layout for industry-education integration and has established a new pattern for talent cultivation in aerospace and multiple other fields. The Wenchang International Aerospace Industry City-Level Industry-Education Consortium, initiated and established by the college, has been selected as one of the first batch of city-and-county-level industry-education consortiums to be developed in Hainan Province. The International Intelligent Language Service Industry-Education Integration Consortium has been recognized as one of the first batch of industry-education integration consortiums for cultivation and construction in Hainan Province, and the International Language Service Industry Institute has been selected into the Modern Industry College Construction Program for higher vocational colleges in Hainan Province. HNCFS has taken the lead in establishing the Zhongke Aerospace Industry College, the Aerospace Applied Technology Industry College and the Aerospace Applied Talent Cultivation Community. It has established 9 industry-education integration school-enterprise cooperation studios, developed 10 industry-education integration textbooks, and seen multiple cases win national awards for typical industry-education integration practices. The college has established 6 provincial-level scientific research institutions and 14 college-level scientific research institutions. ¡°Contemporary Foreign Language Education¡± has been included in the ¡°AMI Comprehensive Evaluation of Academic Journals in Humanities and Social Sciences in China in 2022¡± by the Chinese Academy of Social Sciences Evaluation Institute. With a steadfast focus on the BRI and the internationalized talent cultivation, the college has been exploring diverse forms of cross-border education cooperation. Each year, the college attracts foreign students, particularly those from colleges in the Belt and Road countries, to study here. We¡¯ve also hosted a variety of short-term training classes and further-study programs for teachers in partnership with global educational institutions. Besides, the college has also forged cooperation agreements with more than 50 universities and colleges worldwide, facilitating short-term study tours, introducing high-quality courses, and promoting flexible education programs such as ¡°3 + 1,¡± ¡°2 + 2,¡± and ¡°2 + 3¡± to aid students in advancing to university or even postgraduate levels. The Russian National Center for Innovation and Practice and the Provincial Base for Chinese Language Education have successively settled here. Both the scale of international students and the number of students studying abroad (overseas) have maintained steady growth. HNCFS has intensified the concerted efforts to strengthen the construction of a multilingual service talent team. The teachers and students volunteers are annually selected for major international events in Hainan, such as the Boao Forum for Asia (BFA), the China International Consumer Products Expo (CICPE), the Forum on China-Africa Cooperation in Agriculture (FOCACA), Wenchang International Aerospace Forum and the Nanyang Culture Festival. The college was awarded the ¡°Diamond Cooperation Unit¡± of the BFA Annual Conference 2022 for students¡¯ volunteer work, and was highly commended by the organizing committee of the CICPE for many times. The college has played a proactive role in Hainan¡¯s action to comprehensively improve the foreign language proficiency of citizens. The measures taken include launching the ¡°Woodpecker¡± Action to rectify the errors on the foreign language signage in public places, and providing multi-language and foreign-related business training for civil servants and the public security police. The college has also organized the oral English training for primary and secondary school teachers in this province during the summer vacation for the consecutive years, and created a foreign language education and training brand¡ª ¡°Sunshine & Smile¡± in Hainan¡¯s primary and secondary schools. During the pandemic, Multiple teams of cadres and teachers were assigned to support epidemic prevention and control on the island, and were commended by both the Organization Department of the CPC Hainan Provincial Committee and the Education Department of Hainan Province. Nine cadres were dispatched for targeted poverty reduction and rural revitalization in Zupo Village, Xinzu Town of Ding¡¯an County, Matou Village, Dongjiao Town of Wenchang City, and Penglai Village of Penglai Town respectively. Among them, two first secretaries were awarded the title of ¡°Provincial Outstanding Individual for Poverty Alleviation¡±, and the college¡¯s paired assistance was rated ¡°Excellent¡± twice in the whole province.
